In Pega Infinity '23.1.4 version (In a Pega run instance in PDN exercise- Creating a custom business report | Pega Academy), I am unable to see the case refresh option under case actions. By default, after creating a new case type I am seeing only Follow, Edit details and Change stage (the last 2 being optional actions). Can anyone please tell me why the Actions->Refresh option (which was present in Pega 8.x versions) is not available here? Is it no longer supported?

Did you select Case Type → Standard (Using Constellation technology) ?
Standard and Questionnaire we can able to Refresh and other actions under Actions Tab of the Case
Only Standard (Using Constellation technology) we can’t see, we can only 3 options as you mentioned above.
Do you have any thoughts on this ? @Kamil Janeczek , @RichardMarsot

@Bhumireddy this is correct - Refresh case is only supported in Traditional UI and is NOT supported in Constellation UI - you can refresh the case by clicking on the reload button in your browser. For the screenshot - you are using Constellation UI
