I have clicked on allow access, for java changes on pega systems. And after that my prpc environment isn ot loading properly.

What were the actual java changes you made on the installed application?
Can you revert them?
Do all users see this display issue?
Can you enable your browser to show any Javascript errors eg use settings like 'Display a notification about every script error '.
Can you check your pega logs for any errors?
This type of behavior can be related to customized CSS rules at your end.
I would suggest to look into the browser developer tools and also the Pega Logs for any errors while logging into the system, that might give you additional information to identify the root cause.
