I too faced the same issue. This error is coming because you’ve not chosen a service provider. No service provider is available in the location that you provided in the earlier screen.
What I did to correct it was to choose a location (city, state) in the US in the previous screen.
If you do so, “select service provider” screen wont be blank. It will show available service providers in that area. Then you need to choose a service provider by clicking a button provided at the last column of any one of service provider.
I have attached the list of service providers used in this case, you may choose any of the city and state provided in the list.

Another way around this issue is to edit the case design. Clear the case type field where you specify the class/case of the child, then reselect and resave the case designer. It seems that the re-save did the trick for me.

I still cant get past this. Choosing a location doesnt help here…
@JurajV16657002 Selecting a city/state also did not work for me. However, Mathews suggestion did work for me.
Further clarification on what Mathew mentioned is as follows..
Go back to the Assistance Request case type
Click the Create Service case step in the Create Service case process (the step you just set up in part 1 of this exercise).
Under Create the following case dropdown (where you set it to Service in step 1), change to “Select…” then save your application. Then change it back to “Service” and save your application again.
