In the sample forms from above link for “Multi-step forms” part, which shows diff btw vertical and standard navigation, as in attached pictures, the “Continue” button is in vertical navi part and “Submit” button is in standard navi part. These should be upside-down according to below words in the page:
" With horizontal and vertical navigation, users navigate screens using the navigation menu (oriented horizontally or vertically). With standard navigation, users navigate through the screens using Continue and Back buttons. "
