Application in Pega constellation.

we have a business requirement to allow user to click on custom icon from the RTE toolbar. on click of the custom add icon need to launch a vew rule and user will select the variables from the list of variables on submit of the view rule data will submit the RTE conte.. is there any way to achive this?
