This looks to be a problem on application level - Please check flow configuration in governors portal. The most common issues that ends in ProblemFlowWorkBasket are connected with wrong routing setup (e.g. operator / queue cannot be found) or missing connectors. This may also be caused by introducing broken changes in flow during application update.
