We cannot remove the create stage as it is mandatory element for collecting information. You can rename and/or reuse the stage as per requirement.

Create Stage is mandatory in case life cycle. If you want to bypass and avoid the Create Stage while u create a case

Delete the process and create step and try creating a case in user portal. we can delete and case get created by skipping modal pop of Create case
