I have a requirement to disable “Upload File” and “Upload URL” options in case review screen in Constellation.
We want to display only the current attachments of the case during case journey and download option for the current attachment by using Utilities.

I can not see this hiding the action for Constellation Apps, although it does block the action once you complete the action. e.g. Click ‘attach files’ button in modal, you get security error, which is not a great UX.
We do have feedback on our backlog for more control over this OOTB attachment widget (FDBK-109318) but it appears you are limited to the configurations provided, unless you build your own widget. I am investigating to see if anything has changed since last time I investigated this though, will get back to you.
