WorkList is AutoRefresh when case creates via service:

An I-case is getting created via a Rest API and is assigning to an Agent, but the created case is not appearing in the Agent’s worklist (auto refresh of worklist is needed).

Assuming Constellation, you could also look at dashboards and auto-refresh.
