Can someone explain this View Siblings options in Action menu dropdown.

It gives information on all the different rulesets and classes where this rule is configured.
A single rule can be part of different classes and rulesets , It will have a consolidated view on all the rulesets and classes where this particular rule is configured.
Sibling rules are rules with the same name (key parts) but different rulesets or versions.
A rule instance is a sibling of another rule instance if the two have the same visible key, which generally means the same name and the same Applies To class.
Sibling rules may be in a common ruleset with different version numbers, or may be in different rulesets, both of which you can access. They may have a common ruleset and version, but differ in circumstance or time-qualified qualifications. Because the definition of sibling depends on a ruleset list, the set of siblings to a specific rule may vary among users.
Internally, two rule instances are considered siblings if they are both visible to you and have a common value for the property.
I have attached two screenshots with the same rule name (pxInsName), same class, different class, and different rule set and version.
