Unable to load image (application logo) - 403 error

Obviously seems to be a permissions issue, but we are seeing some (not all) users that receive a pop-up modal error in the browser saying “Unable to load image” when they login to access their portal.

Inspection of network traffic in browser developer tools shows a 403 error on the application logo loading activity, yet the application logo does load/appear on the screen. The application logo is set to the default webwb/py-logo.svg. The same error oddly appears if in App Studio we set the branding to use None or Appication Name only (no logo) - I guess it still tries to load?

Pega Platform version 8.7.1, using theme cosmos

Any tips on how we can find which rule is causing the error so we can correct the permission? Or if you can share the role/permission/privelege needed for a specific class, that’s helpful too.
