The pyTransferAssignment local action houses the UI to execute transfer to queue or operator, but cannot be run without being assigned to user, as its a local action. Is there any way to execute a transfer without being assigned to the case?

@KhaledM50 managers need the ability to transfer assignment from their team members. So the managers do not directly own the assignment. As such, they can’t open in Perform mode. Looking for a way to allow managers to transfer work from Review mode.
we are build on Cosmos which doesn’t have the Bulk Action capability.

You can add Transfer Assignment as optional action and it will appear in the review harness , checkout the below screenshot.
