I’m not able to install Robotics Runtime due to a message “This package can only be run from a bootstrapper”.
All the files was unzipped.
You should use the exe for installation and not the MSI. I believe that is your issue based on your screenshot.

The item highlighted in your screenshot is not the correct one to use. The one above it with the blue robot icon is correct. If that doesn’t work, you might try running the installation from the command line with logging enabled. That would tell us what is going wrong. In the install guide is an example of how to do that.

Translating the message:
"Windows Installer
This installation package could not be opened. Contact the application vendor to verify that this is a valid Windows Installer package."
You should not use MSIEXEC. You only need to run the exe as an admin.
