As Constellation uses the PEGA CDN to render PEGA static JS content, the question is: is it a separate kind of server maintained by PEGA globally? And can it be accessed by anyone, or is it license-based?

they are APIs exposed by pega… they can be accessed by anyone who have credentials to those APIs.
