After launching the case use key board to navigate while JAWS reading the content. after moving to any control like radio button, date , Dropdown. select the values or perform action. then any of the action contains the refresh section in the action set then JAWS start reading the text from first label or control from the page.
I believe that this might be normal behaviour. Did you notice this behaving differently in the past? The issue iwould appear to be happening due to the following reasons :

Initially when we land a focus on the control JAWS reads the control label and asks to select from the list with the use of arrow keys.

As we select now JAWS reads out the selected value that we have made for the control.

At this point we have a section refresh which is refreshing the present section and landing us in the drop down control, now again the focus is set on the control and hence JAWS reads out the text once again but this time it has the value that we have selected.

If we remove the section refresh from the control we shall not see this behaviour.
Hence this is an expected behavior which falls with the combination of control and the refresh section applied on it.
I will let other forum users comment. If you do wish to discuss this in more depth I would suggest that you log this as a support ticket on the MSP.
I can see that INC-245536 was logged and the issue was resolved.
The issue was deemed a misunderstanding of the functionality.
The user was using Refresh other section(Work area) while selecting radio button, this was causing to read entire section 2 times. If we remove that it is working as expected.
Suggestion made was to do Refresh other particular section.
Removing refresh is the solution for stop reading the entire screen. Instead of refreshing our team provided an alternate solution for your requirement by visibility conditions.
