Are there any custom components added to this portal? Any errors in the console? Could you please create a new portal and check if the problem exist?

Are you trying to preview a traditional portal from a Constellation Application? You would see this warning for example if the access group was referencing a theme cosmos / UI Kit portal rather than a Constellation (WebPortal - Work Portal).
