How to add two form views in one is left and other view is right in Pega Constellation

Unfortunately, the forms can support ONLY Default and Hierarchical templates. The views can be added one after another in the form layout. Leverage Field Group if you want to group/classify the views based on your requirements.

Please note: The views can be shown side by side on Partial View, but not on Form View.
