File Listener is blocked

So i have this file listener and i put my file in app/temp/. The extension is .csv. When i tried to test connectivty, it said that my listener is blocked and pega not attempting my source location. I double checked my location and my path seems right, but Pega is not attempting to access my source location. Is there something wrong with configuration? I simply cannot troubleshoot the problem. Please help

Please uncheck the Block Startup checkbox.
