Case Reference is used to refer other case types details into our main case type righ so can it also create a new record or new case type?If we give Loan case type as case reference can we create a new loan type case?

Regarding your question, you can’t create a case from just using a case reference.
In '25 (and prior) you can use a create case smart shape, you can use a data transform to propogate information from a case reference if you really need too. I assume you are trying to do some sort of cloning?
In '26, we have a Create Case/Data smart shape that replaces the above. Same outcome in this scenario
