what version are you using? The article you reference only works in '25. As it requires an update that was made in the DX API to update the save plan’s embedded pages.

@MarcCheong We are using pega constellation 25 version and i have followed the steps like skills to update the teams and if i use the same i am not able to edit the workgroup list and commit my changes on submit
