Even after the Case step form and view creation at the dev studio app level unable to see the section.

If you are using a Constellation application then this is expected as there are no sections. Applications built on traditional architecture, such as Theme Cosmos or UI Kit, utilize sections and harnesses, whereas Constellation employs template-based Views designed within App Studio. It is not possible to edit these Views in Dev Studio and they do not appear as a category of rule in the application explorer.
