Dose Pega provide Orchestrator environment by default for Pega Cloud environments or do we need to configure the dev environment it self as an orchestrator?

We only see the Pega environments, are the orchestrator environments created free of cost on demand or are the orchestrator environments provided if we have pega cloud license?
Pega provides devops environment(orchestrator) for free of cost to pega cloud clients, for this we created CC to get the environment provisioned.
