Is there any out of the box feature available in constellation to enable or disable Pulse email notification preferences.

Hi Pavan- We do not have the notification preferences capability in constellation.
Most of the notifications are sent to users who are following the case. Users can unfollow the case to stop receiving notifications. But if they are mentioned in a comment then they will receive notifications.
We have notification preferences in constellation in roadmap.

Does this mean that email notifications for Pulse messages are enabled by default? If not, how can we enable them for all users?
