If the rule marked as not available mean the lowest version will pick or not?

Example:If I am making 01-22-43 rule as not available and it is already having the 01-11-61 mean did it will pick 01-11-61 or not?

yes, the rule which is there in the 01-11-61 should get picked up if you make the rule which is there in the 01-22-43 was marked as not available. The condition is to have this ruleset in your application rulesets.
