In cosmos, There is no equivalent to the old “bulk action” page.
Is It considered deprecated?

I don’t think it is deprecated no. You should be able to add the bulk landing page into one of your navigation menu to access it.
Moving to Cosmos brings the features gradually. if the question is related to the fact that it is not present in Cosmos for 8.6, it is present in 8.7 and will continue to exist.
