How to show confirm harness when we change stage from local action

While doing change stage from local action ,I am doing routing to WL/WB from post processing activity .

when change stage happened and routed to WL/WB , perform harness is showing but we are expecting confirm harness.

Action from Navigation rule :

1.Local action in modal window (run post activity from local action)

  1. Refresh harness

Please suggest me how to show confirm harness instead of perform .

It worked, when we changed from modal window to replace current in navigation rule.
