I want to build a Pega component which contains resuable rules for a functionality that includes Views. Since its component I would like to build views in bottom layer like Work- . How can I do that in Constellation? At the moment I am creating them in any case type layer and copying to Work- layer manually which is time consuming. Any other way?
If you right click on your work class you can “view in data designer”, this will give you the out of the box wizard you would have on data. This includes the UX tab for creating and editing views.
Back in 8.7 and 8.8, the work- had a case type, which came up as “shared work layer”. Initially, I was confused this existed until I started using Constellation and found this useful. I haven’t checked what '25 does, and if this approach is back - however, I have successfully done this on Constellation projects to create shared layers.
If you create a case type on Work- then you can open the native Case Designer for this.
The advantage here, is you can create reusable actions and processes at Work- shared layer.

Just a quick note, not all Views are reusable from Work- that is because some views go to the UI layer defined in your application. I posted a long while back on LinkedIn and a Constellation 101, which shows how to create reusable list views at work- layer
