Why will support not be provided to the above Hotfix on Pega Platform versions other than on (8.7.4 and 8.8.3) as stated in the release note? See attached file for more information on the issue.

8.7.4 is in our Extended Support. We recommend updating to the newest version to keep current.
Once a version has entered Extended Support, Pega has the discretion whether or not to issue non-critical Patches to those versions.
8.8.3 has had their Patch Release posted. We also have an Accessibility Release Notes available for you to review for 8.8.3.
