High-fidelity Blueprint 100% detail at sales phase or in implementation phase

At “Session 3 - Path to Readiness: From Design to Data Driven Plan” it was mentioned that as part of considering that we got to “Readiness”, some of the considerations included to have the service OpenAPI/JSON/Swagger to have a better understanding in the Blueprint (Generation of integrations and datatypes), that sounds very logical.

Now my confusion is when we add Test Drive to the scene, Pega Test Drive Foundation, mentions something similar and by the end of its life cycle we should even have the high-fidelity blueprint (100%), but my understanding is that Test Drive is before we “Win the deal” (Sales phase) while the “Blueprint Delivered Series” seems to be while we are delivering the solution (Implementation). Am I getting wrong the times for Blueprint Delivered Series?, or is it, at least until session 3, also part of the sales/presales phase and not the implementation/delivery?
