Default Control Group Selection in 8.6 CDH

Is there a default control group selection as part of batch processing? I have configured E2E NBA designer and schedule also ran. As per the scheduled batch run there should be 5 emails but I have been receiving only 3 emails of out of 5. The IH has entry for 5 emails. I remember in 8.4 version there was a strategy which used to put 2% customers in control group.
Is there a way to disable this default selection and send out all comms?

Have verified the email address for all sample customers and the offer flows are fine.

Found the behavior… I have enabled Email and DirectMail as channels on the NBA designer. The IH gets written for the possible channels even though we don’t have any Send Email shape in the action flow configuration.

Note: I have customized the strategy to send same offer across multiple channels for my case.
