Have Some queries related to Deleting an application permently. whether we can proceed with the application Refactor or with class refactor or any other options? which is the best way to proceed with?

Application rules instance can be deleted through Records Explorer-> Application → Application.
Also need to manually delete application related access groups, operators,rulesets and follow the below instructions to perform it.
Configure - System - Refactor - RuleSets.
From the attached Screenshot options, Select Delete Ruleset option, A new pop-up windows gets opened.
From the secondly attached Screenshot options, List down the required ruleset and perform delete operation.
Sometimes, Rules or Rulesets will not get deleted upon following the above acctions too such as access groups, Operators etc..
Navigate to Records - Security - Accessgroups - to Delete the Application Access groups manually
Navigate to Records - Organization - Operator ID - to Delete the Operator ID’s manually.
Note: You can accept the solution upon testing the above instructions.
