This error usually indicates that a batch file or other command type file is not in the path.
Could you please verify once if PATH environment variable is correctly pointing eg to c:\windows\system32.

Two scenarios that might be encountered.
1) The installation would be completed successfully with showing any errors, but when trying to launch the Pega using Pega Start up icon that is available on the desktop.
2) Tomcat server Heap size might also need to be increased. Please follow below URL to do the same.

For 1st scenario, In installation wizard, although a pop up appears to display installation is completed. But in the wizard, it would show files or folders that are missing or not able to find in the unzip folder of PRPC installation kit in install tab of the wizard.
If wizard displayed Pega GUI was not in the directory path which we can get it in the zip file and place the file or folder in the directory path that is shown in the wizard. After that uninstall PRPC from the system and re-install the same again.
