What is the exact use of the “owning ruleset” option in DSS? (Note: It’s accepting random names, and if I call this DSS in a Data Transform or anywhere else, it’s working fine…)

The activity or data transform should be specialized in the application ruleset to update the function parameter value for owning RuleSet, since the system setting is specialized in your application ruleset.
