I don’t really understand why the “Separate Quote” design was rejected. In my opinion, Separating the Quote is always the better design here. It’s a lot of future flexibility for a very minor cost.
I’d love some discussion around it to better understand this design choice.

@baeyw We agree that if the event quoting process was more involved than what is shown in the Booking application, a separate case type, altogether, would make sense.
Within the Booking application, the event quoting process is simple enough to be implemented within a single stage. The BookEvent case demonstrates how personas can, and at times should, change from stage to stage.
With either design - a separate Quote case or a Quotation stage within an event booking case, the sales person would be associated to an accepted quote, thereby be in-line to receive a commission.
