Forbidden error in custom portal after upgrading to 8.7.4

Hi,

The issue is after upgrading from 8.4 to 8.7. We have a custom portal with custom Governor role.

When Governor clicks on link to perform assignment forbidden is coming in portal. But when we add the default Developer portal to Governor, and launch the custom portal from there, screen is rendering properly.

Any idea on why the requestor is unauthorised when we directly access custom portal.
